Our Story

Founded in 1985, Performance Cable has grown to become one of the most well-respected drilling companies. We provide underground horizontal directional drilling for cable and telecommunications services including project management and design services. Our team includes experienced professionals that are known for providing excellent services for all our clients. We strive to deliver product excellence, respect for humanity and the environment.

New Ownership bought the business in April 2021 and changed the name to Performance Cable and Drilling, LLC, and has set its sights on delivering consistent results and expansion. In August 2021, we opened our new office in Farmington, NY which allows us to better service our customers in the greater Rochester area. We’ve expanded our service offerings to now include Excavation to help clients meet their diverse needs. We’re excited for what the future holds and at TEAM PCD, we’re ready to get to work and earn your business!

Our Management Team

Richard Lacey (Co-Owner/General Manager) at Performance Cable and Drilling, LLC responsible for the day-to-day operations. He has spent his life on the family farm where he learned that with hard work and dedication, anything can be accomplished. Rich has over 20 years of experience in both the utility and excavation fields. This is where he developed the understanding of “ TEAMWORK “ and how much it is used in the construction industry to this day. This theory of teamwork is used in every application at PCD, from hard complex jobs to simply figuring out the day-to-day tasks. Everyone here at PCD works together.

Ken Hartloff (Lead Field Technician) is currently a field superintendent with over 30 years utility work experience starting in custom CATV installations, plant construction & splicing. Ken was hired by Performance in 1994 for his previous experience in CATV construction and has been directional drilling since 1997, gaining invaluable knowledge along the way. Growing up in a farming & construction family prepared him to contribute to the success of the companies’ day-to-day operations.

Steve Kromer (Lead Field Technician) has spent 32 1/2 years at Team PCD gaining valuable experience working in the underground utility field. He is responsible for the day-to-day planning of the work crews and quality control. Steve has had the privilege of working with many public and private utility companies installing Gas, Water, Fiber, and Coax. He has 24 years of experience in HDD. One of his favorite accomplishments has been installing 50 plus miles of fiber and coax to the rural parts of Chautauqua, Niagara, and Cattaraugus counties over the past 5 yrs.
